CHCADV002 Provide advocacy and representation services
This unit is about formally representing the interests of others, and includes:
- individual advocacy, that is, advocacy for individuals and private groups.
- systems advocacy, that is, lobbying for change in public/industry policy.
Systems advocacy includes developing roles as a community representative and industry participant in influencing policy processes and decision-making forums. It usually involves different kinds of activities from individual advocacy. The processes and cultures of industry and government also affect how change will work and even how receptive they are to change.
How you will be assessed

You will be assessed through:
- Assessor observation on the job
- Supervisor reference (if the assessor is not the supervisor)
- Review of your workplace documents (e.g. procedures)
- Interview/assignment based on the requirements below.
You will be assessed in the workplace where you will need to give formal advocacy and representation services to two individual clients or client groups and evaluated the effectiveness of your strategies

Systems advocacy
- Explain the nature and structure of the community services and health industries. e.g.
- How heavily regulated is it?
- How much is goverment owned and how much is private?
- How much do institutions work together? In what ways?
- Explain the industry and government processes.
- Explain the industry and government culture.
- Explain two different kinds of community consultation and decision-making processes.
- Explain what you can do to create change as an advocate.
- Which processes and structures are relevant to:
- your organization’s goals and objectives?
- your particular role as an individual worker?
- Explain the process of electronic campaigning in advocacy.
Note: Your assessor may also ask you a variety of
what ifquestions.
Detailed requirements
1. Establish your role as representative and the processes to follow El 1/PC, RS
- Consult with individuals and key groups to:
- identify and establish your role,
- find out the processes and conditions of representation
- Identify key people, ask for their support, and develop strategic alliances.
- Determine what reporting, accountability and evaluation you will need to do and then do it.
2. Represent the interests of client or client group El 2/PC, RS
- Identify relevant interests and concerns to be pursued according to your organization’s objectives and priorities
- Provide a framework for promoting those interests
- Create and respond to opportunities to reflect, promote and represent those interests
- Find out the effects that developments and decisions might have on:
- objectives and priorities
- how success will be measured
- Give key people feedback, progress reports, and any other reports to according to your organization’s requirements
3. Negotiate outcomes and liaise with key people El 3/PC, RS
- Communicate and promote your purpose and objectives
- Promote and facilitate collaborative planning and action
- Identify potential areas of conflict and address them
- Work with organizing committees and board of management to maximize effectiveness
4. Evaluate the effectiveness of your strategies El 4/PC, RS
- Analyze actual results and put them in writing. Report them against agreed objectives and priorities
- Adjust strategy according to the evaluation.

- Manage tasks and contingencies on the job.
